Purpose

Monroe County RP - WNY recognizes that applicants may have established experience, completed training, and held positions of responsibility within other FiveM or comparable roleplay communities.

The transfer program provides a pathway for qualified individuals to join the community without unnecessarily restarting at the lowest rank or repeating training they have already demonstrated proficiency in. Applicants may request consideration for their preferred department, assignment, rank, or role based on their experience and interests.

Transfer approval is intended to recognize demonstrated qualifications while maintaining community standards, fair placement, and the integrity of each department. It does not constitute an automatic entitlement to a particular position.

Scope And Approval Authority

This document governs requests for experience recognition, departmental transfers, equivalent-rank placement, and other placements based on service in another roleplay community.

Server Ownership retains final approval authority. Ownership may authorize designated community administrators or department leadership to review applications, conduct interviews, verify experience, and recommend placements.

No member may promise or grant a transfer, rank, supervisory position, or administrative access unless authorized to do so. Informal conversations, recruitment messages, and verbal assurances do not replace a written approval issued by an authorized reviewer.

Eligibility And Good Standing

Applicants must be at least 16 years old to be eligible for the transfer program.

Applicants must satisfy the community’s admission requirements and provide a truthful account of the experience on which their transfer request is based.

Applicants must be in good standing with the community from which they are transferring. An active ban, disciplinary suspension, or removal for misconduct from another roleplay community makes an applicant ineligible for standard transfer approval unless Server Ownership grants a documented exception after reviewing the circumstances.

Applicants must disclose prior bans, disciplinary removals, unresolved disciplinary matters, and resignations made while facing disciplinary action. Disclosure does not automatically establish wrongdoing, but withholding relevant information may independently result in denial.

A voluntary departure, server closure, inactive membership, or departure caused by scheduling or personal circumstances is not, by itself, a disciplinary removal. Applicants must accurately distinguish these circumstances from a termination or ban.

An allegation, personal disagreement, or unsupported statement from another community shall not, by itself, be treated as a verified disciplinary finding. Where adverse information may affect the decision, the applicant should ordinarily receive a summary of the concern and a reasonable opportunity to explain or correct it.

Requested Role, Rank, And Experience Credit

Applicants may identify the department, role, rank, specialty, or assignment they wish to obtain. Reviewers shall consider those preferences alongside verified experience, demonstrated ability, position availability, and the responsibilities of the requested placement.

A title held elsewhere does not automatically establish equivalency. Reviewers may consider actual duties performed, time in the position, training completed, supervisory responsibilities, and familiarity with the requested role.

Available outcomes may include equivalent placement, placement at another appropriate level, recognition of selected qualifications, accelerated progression, or a conditional appointment.

Once prior training or experience has been accepted as equivalent, an applicant should not be required to repeat substantially equivalent entry-level requirements solely because that experience was obtained in another community. Additional instruction may be required for local rules, different systems, identified skill gaps, or responsibilities not covered by the applicant’s prior experience.

When the requested placement cannot be approved, the reviewer should identify an available alternative or explain what additional qualifications would be needed for future consideration.

Application Information And Supporting Material

Applicants shall provide their current community display name, Discord username or user ID, the prior community or communities relevant to the request, previously held positions, approximate service dates, departure circumstances, and the placement being requested.

Supporting material may include appointment messages, training records, appropriately redacted screenshots, publicly accessible rosters, or confirmation from an authorized representative of a former community.

Applicants must submit only material they are authorized to share. Confidential operational documents, private conversations unrelated to the transfer, restricted databases, and another community’s proprietary assets shall not be requested or submitted as a condition of approval.

Government-issued identification, account passwords, authentication codes, home addresses, and unrelated real-world personal information shall not be required for transfer verification.

Unavailable records do not automatically disqualify an applicant. Reviewers may consider an interview, practical demonstration, alternate reference, or conditional placement where appropriate.

Prior-Community Contact And Verification Notice

Monroe County RP - WNY may seek confirmation from a former community’s owner, administrator, department leader, training representative, or another person reasonably positioned to verify the applicant’s stated experience.

Verification may address membership, positions held, responsibilities, training, service dates, departure circumstances, and disciplinary standing relevant to the transfer.

External contact requires the applicant’s affirmative authorization. Before contacting a prior community, the reviewer shall identify the community to be contacted and explain the purpose of the inquiry. Authorization is limited to transfer-related verification and does not permit access to private accounts or collection of unrelated personal information.

Applicants must identify any contact restrictions or concerns before outreach occurs. Authorization does not permit impersonation, covert access, or circumvention of another community’s privacy or access controls.

A former community is not required to respond or provide records. Failure to respond, or refusal to participate, shall not alone establish that the applicant is dishonest or in poor standing.

Applicants may decline authorization or withdraw it before further outreach. Where essential qualifications cannot otherwise be verified, the request may be paused, offered an alternative assessment, or denied for insufficient verification. Withdrawal cannot undo contact that has already occurred.

Review Process And Written Decision

The reviewing authority may conduct an application review, interview, experience assessment, authorized reference check, or practical evaluation. Review requirements should relate to the requested position rather than unnecessarily duplicate a new-member process.

The written decision shall identify the approved department or role, starting rank where applicable, recognized qualifications, required orientation, any restrictions, and any remaining conditions.

A decision may approve the request, approve it with conditions, offer an alternative placement, place it on hold for additional information, or deny it. An alternative placement requires the applicant’s acceptance; it shall not be represented as approval of the original request.

Applicants shall not be required to leave another community merely to submit a transfer request. Any applicable dual-membership restrictions must be disclosed before the applicant accepts placement.

Orientation And Conditional Placement

Approved applicants remain responsible for learning Monroe County RP - WNY rules, local department requirements, communications practices, and systems relevant to their assignment.

A transfer may include a defined observation or evaluation period. Its duration, expectations, limitations, and completion criteria must be communicated in writing before the placement begins.

Conditional placement shall not automatically erase previously recognized experience or require an applicant to restart at entry level. Any temporary limitation should address a specific training need, verification issue, or responsibility associated with the position.

If concerns arise, the applicant should ordinarily be informed of the issue and given an opportunity to demonstrate proficiency or complete targeted instruction. Serious misconduct or immediate community-safety concerns may justify immediate restriction or removal.

Limitations On Transfer Benefits

Departmental rank does not automatically include community staff status, moderation permissions, administrative tools, or access to confidential information. These privileges require separate authorization.

Command positions, department leadership, specialized assignments, and other limited-access roles require an individual suitability review, even when the applicant previously held a similar title.

Character history, businesses, vehicles, property, funds, equipment, and other in-game benefits may be requested for recognition where supported by the server. Such benefits require separate approval and are not automatically included with a rank or experience transfer.

Transfer approval does not authorize importing restricted assets, copying another community’s records, or claiming permissions that Monroe County RP - WNY has not granted.

No transfer exempts a member from community rules, conduct expectations, or restrictions that apply to their account or participation.

Accuracy, Misrepresentation, And Reconsideration

Applicants must promptly correct inaccurate or incomplete information and disclose relevant changes in disciplinary standing that occur while their request is pending.

Fabricated records, altered evidence, false rank claims, impersonated references, and deliberate concealment of relevant disciplinary history may result in denial, withdrawal of approval, removal from a position, or community disciplinary action.

An honest mistake or discrepancy shall not automatically be treated as intentional deception. Reviewers should distinguish a correctable error from deliberate misrepresentation.

When an approval is reconsidered, the applicant should ordinarily receive the reason and an opportunity to respond. Access may be temporarily restricted while a material concern is reviewed.

Applicants may request reconsideration by Server Ownership by identifying a factual error, providing new evidence, or explaining why the decision should be reviewed. Where practicable, someone other than the original decision-maker should participate in that review.

Record Handling And General Notices

Transfer applications, supporting material, reference responses, and disciplinary information shall be accessible only to authorized personnel with a legitimate transfer-review or community-administration need.

Such information shall not be posted publicly for ridicule, retaliation, recruitment disputes, or an informal blacklist. Only information reasonably necessary for verification should be shared with an external reference.

Applicants should redact unrelated personal information before submitting evidence. Transfer records should be retained only as reasonably necessary for placement decisions, accountability, and related community administration.

Monroe County RP - WNY does not require applicants to recruit other members, disparage a former community, or provide confidential material in exchange for favorable placement.

This document applies solely to a privately operated roleplay community. In-game appointments, ranks, training recognition, and titles do not confer real-world law enforcement, medical, emergency-service, or governmental authority.

Server Ownership may revise these terms. Material changes affecting pending applications or existing conditional placements shall be communicated to the affected applicants. A policy revision alone shall not automatically cancel experience credit already granted.

Applicant Acknowledgment

By signing or electronically acknowledging this document, the applicant confirms that:

  1. The information and supporting material provided are accurate to the best of their knowledge.
  2. Relevant bans, disciplinary removals, unresolved disciplinary matters, and departure circumstances have been disclosed.
  3. Requested roles, ranks, and benefits remain subject to review and written approval.
  4. Accepted prior experience may reduce repetitive training, but community-specific orientation and any written placement conditions remain applicable.
  5. Transfer status does not provide immunity from community rules or disciplinary action.
  6. The applicant has reviewed the verification notice and recorded their contact authorization below.
